I think its a bit disingenuous to put countries such as the UK and the USA in the same band as a country like China, which has things like the a countrywide firewall and much greater monitoring technology in place.
Sure, living in the UK is like being on TV 24/7, but at least I know if I disagree with the current government I’m not going to be shot.

The ranking takes in consideration the tools of surveillance provided by technologies/law flaws/etc…, but does not mention (or too inaccurately) in what scale the collected informations are actually being used for control over people (in case of real threat only, or for political puropses). That explains why the USA are at the same ranking as China, and in my opinion it is a flaw in their ranking system.

I hate this whole surveillance culture in the UK. Freedom requires a certain level of trust, I don’t want complete freedom but it would be nice to have a little bit of trust.
@John, I think you’re missing the point. Surveillance technologies are used to uphold the law in the UK- speed cameras, toll roads, CCTV to catch smokers, drinkers, loitering. The penalties are for breaking the law isn’t as harsh as in China, but surveillance technology is still (ab)used to uphold the law. Probably to a greater extent than China.
