I’ve actually built a few websites like that on contract, believe it or not. companies that wanted to get something simple they could put a domain name and e-mail address on business cards, and then fully build the site later after they decided what it wanted to be, but never could make up their mind as to what they wanted the website to look like or what content they wanted on it. so they just sit there, “under construction”, as I wait for them to decide what (or if) they ever want me to do with the site before doing any more work on it
